Here’s what Dr. Richard Lieu (U of Alabama) said this means: “Either it (the microwave background) isn’t coming from behind the clusters, which means the Big Bang is blown away, or … there is something else going on.” The Science Daily report began, “The apparent absence of shadows where shadows were expected to be is raising new questions about the faint glow of microwave radiation once hailed as proof that the universe was created by a “Big Bang.’” The background radiation should be behind galaxy clusters and should cast shadows, but only one-fourth as much shadowing was detected, and that could be indistinguishable from natural variation in the already-faint signal. Though astronomers are seeking an explanation, none is claiming that the research team didn’t do their homework. 24 August 2009 South Africa and Angola signed a raft of agreements, including an agreement on cooperation in the oil sector, following a two-day visit to the resource-rich country by President Jacob Zuma and a powerful South African government and business delegation last week. The oil cooperation agreement will allow South African state oil company PetroSA and Angola’s Sonangol to work together on oil exploration, refining and distribution projects. Angola, Africa’s biggest oil producer, has only one refinery, in the capital Luanda. It currently imports a great deal of its refined gasoline. Zuma met with Angolan President Jose Eduardo dos Santos in Luanda on Thursday. He was accompanied by 11 Cabinet ministers and more than 150 business leaders, making it the biggest delegation South Africa has sent outside the country since 1994. The two-day excursion, Zuma’s first state visit to a foreign country since his inauguration earlier this year, was at the invitation of Dos Santos. Dos Santos hailed the visit as the start of a new era of co-operation between Africa’s biggest economy and its biggest oil producer. He said Angola needed South African expertise to help rebuild the infrastructure destroyed during a 27-year civil war that ended in 2002. “We want to create a strategic partnership between our two countries,” he said. Zuma and Dos Santos also discussed the supply and distribution of electricity from the Democratic Republic of Congo’s Inga hydroelectric plant, and other regional infrastructure projects to facilitate business. The two countries also signed air services and diplomatic consultation agreements, as well as memorandums on trade, industry, commerce, housing, and sport and recreation. It was further agreed that a bi-national commission would be established to coordinate political and economic relations between the two countries. Both leaders added that they would discuss ways of cooperating on peacekeeping efforts in Africa through the Southern African Development Community (SADC). Angola and South Africa have two of the biggest military forces in Africa. Zuma said the agreements would help to change the economic landscape of southern Africa. “I urge business leaders of both our countries to explore these avenues of collaboration and turn potential into profit,” Zuma said. Zuma has invited Dos Santos to undertake an official visit to South Africa On Friday, Zuma travelled to Bengo Province, north of Luanda to visit Pango Camp, a military base for the African National Congress’s (ANC’s) former liberation army, Umkhonto WeSizwe. Spain is now among the highest ranked investors in Jamaica, says Minister of Foreign Affairs and Foreign Trade, Senator the Hon. Kamina Johnson Smith.Speaking at Spain’s National Day reception, held on October 10 at the Ambassador of Spain’s residence in Kingston, the Minister said that Jamaica has been able to attract investments from six of the top-10 hotel chains from Spain.“We particularly welcome Spain’s goal to introduce a “second wave” of Spanish investments that would go beyond the traditional areas of cooperation to include energy, logistics and the agricultural sectors,” Senator Johnson Smith added.She said bilateral cooperation with Spain has been active this year, noting that she travelled to the country earlier this year for the signing of a Memorandum of Understanding on Political Consultations between the two countries.“This seeks to advance our relations at the highest political and diplomatic levels, while strengthening our economic ties,” the Senator pointed out.Senator Johnson Smith cited the tangible benefits derived from Spanish investments and noted the ongoing construction of the 190-megawatt power plant in Old Harbour Bay by the Spanish firm, TSK Group, which has created 239 local jobs, with 140 jobs being held by persons from the surrounding communities.In the area of Spanish language education, she said that 105 teachers of Spanish recently benefited from an intensive four-day training programme by the Cervantes Institute, Spain’s flagship institution, in the teaching of Spanish.“We are truly grateful for Spain’s continued support as we strive to implement policies that will lead to the people of Jamaica being better positioned to capitalise on the opportunities present in today’s global marketplace,” she said.The event, hosted by the Spanish Ambassador to Jamaica, His Excellency Josep Bosch and his wife, Teresa Gonzalez de Bosch, was attended by Ministers of Government, members of the diplomatic corps, senior government officials and staff of the Embassy of Spain.Ambassador Bosch said that his Government will continue in its efforts “to create a more bilingual Jamaica”.“We are beginning to deliver with a tight collaboration with the Ministry of Education. The Government of Jamaica’s National Plan of Action 2018-2021 for combatting Trafficking in Persons (TIP), has been approved by Cabinet.This is contained in a Ministry Paper on Cabinet agenda issues, which was tabled in the House of Representatives recently.According to the document, the National Action Plan provides the strategic framework for Jamaica’s response to human trafficking over a four-year period.It sets out the work being done, identifies gaps, maps the direction of future priorities and sets out plans to enhance transparency and accountability in the fight against human trafficking.“The National Action Plan reflects recommendations from the United States’ Department of State 2018 report on TIP,” the document said.Cabinet has also given approval for the Ministry of Health to enter into a memorandum of understanding (MOU) with the Department of Health and Social Care, United Kingdom of Great Britain and Northern Ireland (UK), concerning a bilateral nurse exchange partnership.“The proposal for the partnership resulted from the chronic shortage of nurses, particularly specialist and critical care nurses in the Jamaican public sector,” the Ministry Paper said.Under the MOU, nurses will spend seven months training in Jamaica and five months in the UK at the Leeds Teaching Hospital.They will return to Jamaica after the training to work for at least two years.
